118 2. Settlement. I say this because the Acting Superintendent and the Acting Matron and now your good self have written me about this subject of church attendance. Church attendance is not a penalty to anyone and this applies equally to all natives and to the white staff but, as you know, the white staff have never shown any decided inclination to religious observances on Sundays. No compulsion, of course, can be exercised in regard to the white staff but possibly their attitude has an effect on the natives. This may be the reason why the difficulties at the Moore River Native Settlement are so constant and difficult to overcome. However, whilst theoretically I do not favour the use of compulsion in securing attendance at church, I consider it very necessary to insist on the attendance of all young natives at church on Sundays, especially at morning service. It is my wish, too, that they should attend at other services during the week, since they would benefit spiritually and morally, but I think I should leave these other services to the good sense of the natives rather than to insist upon their compulsory attendance.
