McB.PH. 17th April, 1943. The Acting Matron, Moore River Native Settlement, MOGUMBER. I am in receipt of your letter of the 15th inst., in reference to the question of Sunday observance at the Settle- ment. I agree with your views in principle, and as a matter of fact I had already communicated with the Superintendent in regard to the desirability of all children attending Church on Sunday morning. My own personal view is that we must have a strong spiritual and moral background in the training of all children by both white and black. This has been made clear from time to time and I am a little at a loss to understand the reason for your communication. Quite possibly the various staff changes have affected the position, but I think I have always made it clear that all children should attend Church on Sunday morning. However, such is the policy of the Department and it is my wish that the staff should give effect to my desire in this regard. I have therefore written again to the Superintendent and have enclosed a copy of your letter together with a copy of this reply. The Acting Superintendent of the Settlement is concerned in the matter, but you do not say in your letter that you men- tioned the subject to him. On such policy matters it is my wish that the Superintendent should be fully informed and I would be glad if you will in future allow him to see your com- munications on policy matters before sending them on to me. This has always been the procedure adopted and since it saves a lot of correspondence and writing to and from the Settlement I would be glad if you will follow it in future when addressing me on policy matters or questions of admini- stration. Church attendance has always been a difficult matter at the Settlement. Just why I do no know, but periodically the old subject is placed before me again and of course I en- deavour to straighten it out. There should be no need for this and personally I cannot understand why there should be any reluctance on the part of the children to attend Church. The attendance of the white staff would also be ap- preciated but since they have not shown any great inclination to do so I suppose it has an effect on the Settlement's dif- ficulties in getting the children to go to Church on Sunday mornings.
