Dear Sir, I feel very diffident about making this report but in the interests of the work and people here it is necessary. For some months past there has been a lamentable lack of consistency and co-operation which has affected very seriously the demeanor of all the people here and created a problem greater than ever in their upliftment. I have made several attempts to rectify the present state of affairs by appealing to the Superintend- ent and Matron to exercise their authority in the matter of gambling, camp consorting, and inattendance at Sunday services but I am afraid that beyond talking little has been done. I spoke to the Matron a short time ago about "Two -up" and she informed me that the natives had told her that if I tried to stop their "Two-up" they would stop coming to church. This state of affairs hardly needs comment, you will appreciate the dictatorial attitude of the natives behind such a remark. I am also informed that certain natives have said that they will not attend Church whilst I am here. I can think of no other objection other than that I have repeatably rebuked them both in Church and out for persistent gambling, but if you think they may have any other ground for such an assertion I would be glad if you would institute an enquiry, as such a remark is detrimental to my influence here and a serious reflection on my Office. This letter is only a culmination of a series of incidents which go to prove an entire disregard for the real welfare of these people. I do not for one moment blame the natives, their response has been in proportion to their outlook, and if they can make such assertions about an officer her and "get away with it", they cannot be blamed.
