7727. That looks as though the comprehensive scheme was approved by the departmental officers. Mr. Trethowan told me the very reverse?—That is the information I have from the files. It has certainly been approved by a committee. Mr. Reynoldson stated "My own idea is that all agricultural lands other than barren granite country, sand plain, or salt pans, however held, should be brought within a mile of the pipe line." The Secretary for the Goldfields Water Supply has stated, "The Goldfields Water Supply administration has consistently advocated for years past that the alternative of obtaining sufficient supplies from local sources be fully investigated before the costly pipe supply is provided. It is intended to pursue this policy and where local conservation is practicable, to compare costs before reticulation of any district. Settlers already served, however, and large numbers seeking a reticulation supply, have declared strongly in favour of Mundaring water, even, in many cases, in the better watered districts." The comprehensive scheme was put into operation at the time of the amalgamation. It was done under the instructions of the Minister for Water Supply, Mr. Johnson. The only other matter you asked for was the list of all prices charged for water from Northam to the goldfields. By Mr. PAYNTER: Can you give us some information in regard to instances where the cost of laying the main has been added to the price of the land?—There was an unusual case at South Baandee, presenting unusual features. I will get for you the particulars showing how the land is paid for, how the water is paid for, and whether the scheme was laid down in conformity with the act.
